Water Bottle Proficiency

Water bottles now require proficiency... apparently

Steps to reproduce:
1. Use the ability from 'Water' in your inventory
2. Observe the following:
"You cannot use abilities from items you are not proficient with"

When ever I use a magical effect provided by an (sergeants cloak, felfire shield, etc.) I get a system message that says "you cannot cast spells from items you are not proficient with". This includes all temporary magical weapon essences that I have tried.

Steps to reproduce
----------------------------
Right-click any mundane magic item and try to cast the spell from it. Or try to apply a temp essence to a weapon.

Expected result
-----------------------
To receive the spell effect.

Actual result
-------------------
An error message (and the loss of the essence).
