Bug with the quest share and share alike

hello guys, this quest from sencliff i have completed the steps 2 and 3, but the objetive 1, who is forcibly board a merchant ship, if a bug o we are making this wrong in one point? thanks in advance

The bug:
It seems that multiple people might not be getting the appropriate quest progress when boarding merchant vessels.

Expected result:
When boarding a merchant vessel with the pirate writ "Share and Share Alike", the first objective completes.

What actually happens:
When boarding a merchant vessel with the pirate writ "Share and Share Alike", the first objective does not complete.
