The basement quarters in the Red Tower, west side room beside the 3 holding sells, cannot be purchased as the Quarters sign cannot be interacted with

Steps to reproduce
----------------------------
1. Go up to the quarters sign
2. Click
3. Observe no dialogue prompts

Expected result
-----------------------
Purchase dialogue appears


Actual result
-------------------
Character approaches sign and then stops (as though fixture was at a spot that is unusuable)


Notes
---------
This is preventing the tower from being max occupany, and therefore will be incurring the additional maintenance on the room until the bug if fixed
