Red Tower Garden

Description of Bug Experienced:
it's impossible to plant Strideleaves or Lady's Tears bushes in the Red Tower's Garden


Steps to reproduce the Bug:
Have a Seed in inventory and drop it in the area designated as fertile ground.

Expected Result:
A bush should reimplace the dropped seed

Actual Result:
the seed is left on the ground with a message stating "This soil is not suitable for planting this type of seed."

Additional Information/Notes
I'm not convinced if this is a bug or an oversight, but I couldn't find anywhere information on these. Shouldn't these plants be able to grow there?

Some areas do not permit certain plants to be grown there to allow exclusivity between the Underdark and Surface.

As above - UD and surface plants are mutually exclusive to their respective areas.
