The new dire macuahuitls added with the summer weapons update have a level requirement of 16, including the lowest-tier ones.
I'm unsure if this applies to the other new weapons or not.

A fix is in the pipeline, in the meanwhile people should hold off on crafting the new weapons unless they don't mind the level requirement.
For you, the day Kenji overhauled your class was the most important day of your life.
