Mundane Dweomercraft Tiers

Description of Bug Experienced:
My character just took Improved Dweomercrafting. He has 21 ranks in Craft Mastery. At his previous level with 20 ranks in Craft Mastery he was Tier 2 Mundane Dweomercrafting. I thought he would be Tier 3 after taking Improved Dweomercrafting but when I use the -date command it still shows him as Tier 2.

I am going by the information here:

One Mundane Tier is gained for each of the following:
- Skill Focus or Epic Skill Focus feats in Craft Mastery.
- +1 Tier each time the total skill ranks invested in Craft Mastery reach 10, 20, and 30. Hard skill only, this means it excludes Craft Mastery added through equipment
- Improved Dweomercrafting feat.

Am I reading this incorrectly? I'm a new player so I am still learning the various systems here.


Steps to reproduce the Bug:
Make the following character build:
18th lvl Fighter
21 ranks Craft Mastery
Improved Dweomercrafting feat

Expected Result:
Type -date; I think this build should get Tier 3 Mundane Dweomercrafting.

Actual Result:
Type -date and confirm you only have Tier 2 Mundane Dweomercrafting.
