Before time update, stat penalty after death would last for "(characterlevel / 3) * 2 IG hours (12 RL minutes)". After it, because gameticks got shortened to 5 minutes, the current timer is "(characterlevel / 3) * 30 IG minutes (10 RL minutes)". While this works, text in-game still ticks down as gameticks were 6 minutes long
Steps to reproduce

Be high-leveled (was at 23 myself, I imagine it would be harder to see at low levels)
Die, respawn through fugue plane.
Wait while penalty ticks down.
Expected result

Text outputs penalty by new standard (so for example, level 23 character starts at 70 minutes)
Actual result
-------------------
Text outputs penalty by old standard, which means that penalty is showing too much time, and ends while there's still ~20 mins left in timer, if you would trust text. (for example, for me at respawn it wrote that I had 92 minutes of penalty, I got fully recovered next tick after writing 22 minutes) (see screenshot for better explanation)
