Planar-Touched Halflings and Gnomes

Description of Bug Experienced:

Wiki says that planar touched races are for the 'standard' medium sized races, and not available for halflings and gnomes. They seem to be available now, and in talking with the wiki folk (who contacted a Developer), this may likely be an error. Just wanted to post it so it can be corrected if it is a bug, or confirmed that they are allowed to be selected!

Steps to reproduce the Bug:
Make a Lightfoot Halfling or Rock Gnome, and select the appropriate racial reward.

Expected Result:
Lightfoot Halflings and Rock Gnomes to be unable to select The Reward based Plane-touched races.

Actual Result:
The plane-touched races are available.

I do not have a sufficient reward to try this again on the live servers (I noticed it on my last characters creation when I used a greater for something else, that the racial options were available) but confirmed that they are available on the PGCC as well.

This is likely working as intended for at least genasi, as lightfoot halflings and rock gnomes can be genasi per this announcement: viewtopic.php?f=23&t=25&p=187708&hilit=aasimar#p187708


Though, uncertain if aasimar and tiefling versions were permitted to exist for those two races. Humans were solely the two starting with the those races release in 2e. However, things like wisplings, tanarukk, fey-ri, and maeluth exist, so I'm sure the diluted versions of those eventually come to exist (a la tieflings).
