Allow items to be buried with a shovel by using the shovel on the item (the item will be "buried" wherever the character is standing when they use the shovel), and to be recovered by any character using the shovel in that location at a later time.
Some restrictions are probably needed for the sake of performance, but I have no idea the kind of performance impact this would have so I leave them to the devs to determine the best way to manage it, if the idea is considered valuable to the server.
