Skal sailing broken?

Ships cannot sail to Skal even during month 5, ships still believe it is winter.

Steps to reproduce
----------------------------
Get in boat, sail to skal during what -date says is month 5
Expected result
-----------------------
Can sail to Skal

Actual result
-------------------
Cannot sail to Skal

Assumption: Skal sailing uses compass time, not "actual" game time.
