project_image - Spell failed

I'm filing this as a bug because I can't imagine this is intended behaviour. I realise this has been mentioned before.

Description of Bug Experienced:

When you use -project_image on someone who's currently loading on a transition, the spell will fail, but 10 minute CD will start anyway.


Steps to reproduce the Bug:

Use -project_image while someone transitions


Expected Result:

Message is delivered
OR
-project_image doesn't trigger CD

Actual Result:

Nothing happens, 10 minute CD anyway.

Do they not receive the notification to their combat log, like they would a speedy messenger?

From my experience, no. If they're in a loading screen, they don't get the combat log notification either. I've checked in with people I've experienced the issue with over Discord, and every time, they haven't gotten anything.

Adding another confirmation, that Recipient do not receive message. The sending Illusionist receives a notification in their combat log however about message not sent
