Docking a ship at one of the sailing encounter locations blocks access to any other ships docked there.
Steps to reproduce
----------------------------
Dock at a sea location.
Have another ship dock there, afterward.
Use the landing skiff.
Expected result
-----------------------
Board my ship.
Actual result
-------------------
Error message tells me I don't have access to the other ship docked there.
