Description

Rebuilding after yesterday's update, and for some reason my noodly-armed Ranger has access to Dual Wield Mastery as the level 23 bonus Ranger feat.
As far as I know the Ranger needs 17 strength according to the wiki and IG description, but mine has base 8 and 13 with items right now in the starting area.
Steps to reproduce

Rebuilding from level 1, only Ranger levels so far and all points going into dex. No changes from my last build.
Expected result
-----------------------
Not to see the feat available.
Actual result
-------------------
It's there.

Misc Notes
----------------
- I haven't taken the feat or progressed with leveling, so I haven't tested 'what happens' if I take it.
- I flew past the level 21 feat, on autopilot, and I don't remember if I saw it available or not.
- No other STRanger Feats I'm not supposed to have available seem to be in the list.
Possible considerations:
1) May have last logged out with soft 20 str through bulls/items.
2) Vampire.
3) Totem Ranger (although last I checked, quite a while ago, totem wasn't working)

Quick Update: Feat is present as an option on PC as well as in the PGCC. It seems to function as it says by giving +2 AB.
