My languages are Stuck at progressing for a while

I already had posted an similar issue on an different topic conversation, but sadly never had another chance to confirm if it was truly was bugged due to language event lessons are no longer that common, however recently i can confirm that my character indeed cant progress at any other language at all.

I just need someone to confirm if it is an intended mechanic to prevent people to learn all languages.

My character already learned 1 language (Elven) , had one already learnt (Abyssal), only has undercommon at 54 % and remaining all below 50% , i tried to post an screenshoot of the languages, but cant upload so...

What's the intelligence modifier on the character?

If you are still having an issue with learning after another reset please update this thread or send Kalopsia or myself a PM with your build and some info on the below set of interactions.
There are a few things that can cause some weirdness that we will need to look at:
Languages gained by class?
Languages gained by race?
Languages taken on creation?
Languages learned during play?
Max hard ranks in intelligence?
Gift of learning?
Class bonus to language caps?

All of these interact in one way or another and so more detail will be very much appreciated.

12 base means 1 language can be learned that isnt a class or your racial language 14 means 2 16 means 3 and so on.

12 base means 1 language can be learned that isnt a class or your racial language 14 means 2 16 means 3 and so on.

So i cant learn more languages any more?
