Yeah, xp ticks work as usual.

Were you disguised after the first payout? (I'm trying to narrow down the problem area!)

Nope. I don't think I've used disguise with the character yet. I may have used stealth however.

It didn’t work for me either, got a character to level 5 last few days with permanently -1000 bank account. Didn’t disguise or sneak, the one thing I was thinking was I did afk a few times where I got no xp bonus on the RPR ticks.

I ended up deleting for another gift so can’t test further.

I'm getting feedback logs now and it's saying it's paying

To get paid you have to be:
Online and Active.
Not at the cap (level*1000).

Bonus payouts only occur if you're meant to be paid, so 500(epic 1000) + 1000 for the first 20 payments.

The above is done once every 20 minutes.

The problem I am currently encountering is an inability to replicate the issue and the feedback logs are showing it working on each character.
That's not to say I've given up but I'm having a hard time narrowing it down to anything in the code that I did, which may mean it's a limitation and I'll work something out.

This is a character I made to test it, I'm going to sit on each server for the hour tick and just make sure but. It's had 2 already, one pre-logic change I just did and one now post logic.
This isn't to say you are not experiencing an issue, just more so that I'm not able to find it from personal experience which makes it hard.

Bank has "transaction log", it would be nice if gift of wealth payments registered there. Would make tracking them easier.
