Can't Vote in Election

My PC has been a citizen of Cordor for at least a RL year and I've been playing her again for almost two months now, but still can't vote in the current elections. I get a funny option asking if she doesn't want to be a citizen anymore. See screenshot.

Not sure what's going on here. I just want to see who the candidates are.
