Large number of writs missing

So I and a friend are duo leveling, and they can't see one of the writs I want us to take, whereas neither of us can see about 3-5 writs from either brogendenstein's writ agent or the nexus falls writ agent. Giant matriarch, Brog barbarians, aurilites, plenty of 16-20 writs are just entirely gone.

Writs are level locked at the moment and do not appear until you hit certain level. At least it works this way in UD.
