Fire Genasi "Spot Weld" ability

The Fire Genasi "Spot Weld" ability is supposed to be used to repair items that can be repaired at the forge.

"Spot Weld", can once daily repair a forging item up to 20 charges. This is implemented as a 1/day 'Flare' spell added to the special abilities widget. When targeting an item that can be repaired by forging, it will repair that item up to 20 charges.

After using it in some gloves, not gauntlets, and afterward thinking that it should have failed, I tried it in a belt, a cloak, and some boots (just to test in properly) and it repaired them too. Looks like you can repair any piece of equipment, not just forged items.

Steps to reproduce

Use the 'Flare' spell added to the special abilities widget to try to repair a piece of equipment that you can't repair at the forge

Expected result
-----------------------
To fail and provide a message saying that it can only be used to repair forged items.

Actual result
-------------------
It repairs the item like if it was a forged one.

I would like to add that since it's implemented as the "flare" spell, you can't use the Spot weld ability to repair Assembly template because the template thinks that you are trying to use the spell flare on it.
And that's big sad

Any intel on whether this is a bug or intended feature?
