Hexmaster caster level

Description of Bug Experienced:
Studing the remake of my build in the PCGG server, i attempted to make a Hexblade 3 / Palemaster 16 / Blackguard 11 build and in this build i had the intent to pick spell focus: Necromancy, that has a specific requirement: the ability to cast lvl 1 spells.
In theory, hexmaster 3 would need only + 1 level of Palemaster to achieve lvl 4 Hexblade to be able to cast level 1 spells. However, even a Hexblade 3 / Palemaster 9 can't pick a spell focus feat at lvl 12 (tested at PGCC).
A lvl 4 Hexblade / lvl 2 palemaster has no problem in pick a spell focus feat.


Steps to reproduce the Bug:
Level up a Hexblade to lvl 3 and then put levels in palemaster, no matter how much levels you put in palemaster you will never qualify for the pick of a spell focus feat.


Expected Result:
Hexblade 3 + 1 caster level of any class, including palemaster, should be enough to qualify for the picking of spell focus feat.

Actual Result:
Hexblade 3 + any number of palemaster levels will never qualify for spell focus feat.

Additional Information/Notes
I presume that the problem happens because as a hexmaster 3 you never accessed the pick know spells screen. As palemaster will never qualify the character to know more spells, i believe the game don't recognize you to be able to cast level 1 spells.

This issue is high debatable. You can interpret literally, for example, that as you don't know lvl 1 spells you don't qualify to cast lvl 1 spells and thus shouldn't be able to pick spell focus. However if we go with literal interpretation, if i can cast spell from scrolls i qualify to cast lvl 1 spells and the exactly prerequisite from the skill is "ability to cast first-level spells".

The point is, in mechanical terms spontaneous spellcasters have 2 tables, on for their capacity of spellcasting and one for their know spells. The last word on this, of course, will be from the devs.
