Heavy Crossbow AB debuff without a horse.

Character gets the "Your Heavy Crossbow is too bulky to use on horseback and you receive a 8 AB penalty." while using a Heavy crossbow despite not being on a horse, not having any skill points in ride and not having used a horse in many months and since many relevels ago.

Steps to reproduce
----------------------------
Ranger / Fighter / Loremaster lightfoot halfling(fire genasi) using a Repeating (heavy) crossbow gets this message as in the screenshot, a shortbow does not give the message. Have 0 points in ride yet for some reason the character skills page shows 25 ride (screenshot 2).

Expected result
-----------------------
Expecting not to get this AB debuff on foot.

Actual result
-------------------
Gets the -8 AB Debuff (difficult to tell via character sheet if there are any other issues affecting the AB). When attempting to mount a horse you get the error "you need six points in ride" which is expected.

Misc Notes

At Kenji's suggestion tried doing a relevel, taking 6 points in ride, getting on the horse, then getting off it, then equipping the crossbow and the same issue pops up.

Tested on Surface and Guldorand servers. This error does not occur on PGCC after doing -transfer

I'm having the Crossbow on horseback penatly applied wrongly while using a Gonne and unmounted. This is so far only happening on a ship but I can try it land side to be safe.

I can confirm this is applying to heavy crossbows in general. For reference, I have WF, EWF, and EP with missile weapons and a +3 crossbow. Total AB with a crossbow equipped should be 34.

Steps to Reproduce:
Equip a Heavy Crossbow. That's it, apparently. It even affects unarmed AB for some reason after you've unequipped a heavy crossbow.
