Craft wand feat
description - needs 5 caster levels
reality - needs to be able to cast third level spells - eg my 5 level bard could not take it - but could take it at 8 bard (as could cast third level spell) - my warlock had the option of taking it at level 3 (i didnt try - because it seemed strange)
