Epic Spell Focus Necromancy on a Specialist

I did some testing in PGCC after in game suspicions;

At level 25 wizard I casted mummy dust 3 times and got double vampire count once.

At level 30 wizard I casted it 30 times and I got the double summon 0 times.

The probablity of an event that has 35% likelyhood of happening 0 times out of 30 is 0.0002%. I could test more and I'm sure this number will keep going down. I do belive something is broken here.
