I have noticed lately that often bard song charges are not refreshing. Occasionally I can see a count down with -cd, but often there is not countdown despite me almost being out of charges
Steps to reproduce

Using bard song.
Expected result
-----------------------
Checking -cd should show a timer until a charge is returned.
Actual result
-------------------
No timer on -cd and no charges regained.

I have a suspicion that changing server may be causing the refresh to not work, as recharging only seems to function intermittently.
