Cannot turn in writs on freelancer's contract in Skal

Steps to reproduce the Bug:
Complete a Skal-related writ on a freelancer's contract and turn it in.

Expected Result:
Upon completing the writ and turning it in I should've gotten the respective XP & gold.

Actual Result:
Did the Ratslayer and Founder's Cave writs, however when I tried turning the writs in at the mayor through the usual dialogue I get an error that I already have accepted 3 quests.

Additional Information/Notes
I do not know if this is the only area this bug is present. It could also be affecting other writ NPC's

Freelancer writs are temporarily non functional due to a bug, apologies, this should be sorted soon.
