Tracking Overhaul

There's a lot of cool new intricacies to the investigation and tracking system that I'm too small-brained to parse fully at the moment, but it's an awesome change and adds a lot more of an ability to follow up on quarter-breaking and bashed fixtures! Overall, pretty neat and big shout-out to Sincra.
