No regain of bard song + song switch

Description:
I picked up my bard again after a month or so of inactivity, and noticed two things immediately:

1) He regains no uses of his bard song, no matter how much time passes.

2) Where he previously had learned Sea Shanties, he now has Dragon Dirge in his list instead.

Steps to reproduce

Play bard for 10+ minutes

Expected result
1) Regain one use of bard song at least every 10 minutes

2) Have Sea Shanties in the song list

Actual result
1) Bard song regains no use, even after one hour of continues play

2) Dragon Dirge has replaced Sea Shanties

He is currently level 17, char name Hrodulf Whitemane

I've noticed there is still an issue with bard song charges not returning. It seems to occur after transitioning servers, then using the song again. It is fixed by resting on the new server, but obviously this is not ideal if you are travelling a lot!
