Treasure Map does not give a location

Steps to reproduce
Collect 6 map pieces. Assemble the pieces using special power.
Assembled in my house in the Underdark. This might be the cause.

Expected result
Creation of a full map with a sea zone location to search.

Actual result
Creation of a full map with NO location to search.

Misc Notes
I went to Treadstone and rented the smaller companion ship. Took it out into the local waters to see if the map would update with a location. It did not.

Later I will be going out with friends and just.. moving from zone to zone to see if it activates.
