Summoned Horse inside Shallow Pass South Tree trunk in order to be riding when exiting into mobs. Summon success, but unable to mount. Expected, ok too small.
Exited Shallow Pass South, tried to mount again now outside the tree trunk. Unexpected, got the same error.
Crossed into the next region towards Lake Minmir, Tried to mount in the valley path immediately, Unexpected, but same error, ok path too narrow.
10 minutes pass, head back to Westcliffe and resummon next to the other parked horses, Unexpected, error persists.
Try to mount parked horses, Unexpected, error persists.
"try turning it off and on again" (Read relogging) Unexpected, error persists, both on parked horses and newly summoned horse.
Run to Guldorand Server transition out the other side of town, Summon horse, attempt to mount, Unexpected, error persists.
Sit on Westcliffe bench waiting for fix.
If you can't pin it down from the above, I can go and take screenshots, etc. at a later date.

Seems like checks are completely reversed. On Skal, I am able to mount in places like the Longhouse and the Stockade, but I can't mount (or dismount) in the village proper or even in the Tundra. The Longhouse and the Stockade still force me off of the horse, but I can mount it again just fine. Also it worked fine yesterday.
Unable to mount at the stables outside Cordor, to the north of that, also both south and north of Darrowdeep castle, and even the trade route. I'm playing on Android if that has any bearing.
Following the recent patch, I am now able to get on my horse in most internal areas.
However, being mounted no longer applies any move speed bonus, and indeed prevents any move speed bonuses from applying to the character, even from such effects as haste and sprint, such that a rider is slower than any sprinting pedestrian.
