When disguised and going to Cordor to purchase wares, NPC's are flagging me as a pariah despite not breaking my disguise

Go to cordor disguised/fully covered, attempt to interact with an NPC

Expected result

NPC's aren't psychic and don't know I'm an outcast and sell me goods
