Currently only settlement citizens can gain access to a Brokered lands. The options when speaking to the Castilian for instanced are:
1. View those under our Employ
2. View Divisions / titles
3. I want to Employee [...] (enter persons name)
4. Create new Division
and a few others...
Employees and people in divisions cannot access the Keep at all, even if they are employees of the Keep or Part of the Division. The Guards will not let them into the keep. This can make it very hard to find people to fill the rooms, keep the places active or even have RP in these locations even though it lets you grant them powers to access it just like other houses, guild halls and boats.
(as an example, the current Warden of Darrow Deep would like to allow the Dwarven Kuldarn access as well but cannot at this time.)
I would suggest allowing Keys to be made or the guards to check the Employee list and Divisions to let people in tot he Keep. It seems like this was the intent, but it is not working, or was changed and the Menu options are still there..
Either way, i think they are often under utilized and if access could be granted somehow it would increase RP tremendously in great areas that are under visited. (in my opinion)

Also would be great if Gloom’s source portal was publicly accessible. Would do wonders for the visit-ability of the place.

I think we all recognise this would be a very low priority change, but the access thing really is a big issue for any potential owner.
Owning Gloom we tried a few different approaches and it went through a few hands. But it is either too open for a certain kind of faction, or not open enough. Those who were in charge or asked about being in charge were quickly discouraged when they learned about how it actually works.
We had more than one faction approach us about using it but lost interest when they realised they would all have to be citizens of our settlement. We even had one faction try to pick a fight over ownership and seemingly become discouraged when I couldn't give it over to them in that manner even if I wanted to. (RIP Blackmail RP)
On the other side, we had people join as a citizen just for the opportunity to rob the public areas and take over the inner keep as an antagonist to us (which had lapsed while we were trying to organise a changeover with two players who didnt sync-up timewise). They were somewhat disappointed to learn that the settlement leader can just... bypass everything. Which dang, I am so glad was added.
I personally favour citizen only access (as it is now) but can be bypassed by adding to the faction (just like everything else). We do want to see these spaces used, and to that end the public portal in Gloom would also be amazing toward that end.
