Command: Fall does not replenish

As a Evangelist path cleric, Command: Fall does not replenish despite getting status messages indicating that it should.

Steps to reproduce
----------------------------
Play a cleric with Evangelist path chosen. Cast Divine Power. Cast Command: Fall until you get a status message indicating that the gods have refunded your cast.

Expected result
-----------------------
Get a cast back

Actual result
-------------------
No cast back

Have you tried -cd by any chance? That can reset skills that should be off cooldown. Maybe that will work in the meantime.
