Spell Component Pouch is destroyed even when setting to prevent it is enabled

When the "Toggle Stop Component Pouches being destroyed" setting is [ACTIVE], the spell component pouch can still be destroyed by casting spells and running out of charges.

Steps to reproduce
----------------------------

1. Have two filled Spell Component Pouches (Not sure if you need two)
2. Cast spells such as: Shadow Shield, Protection from Spells, Wail of the Banshee (Not sure about these spells)
3. A Pouch reaches 0 charges and is destroyed.

Expected result
-----------------------

The Pouch should not reach 0 charges and be destroyed.

Actual result
-------------------

A Pouch reaches 0 charges and is destroyed.

I am unable to replicate the issue while testing.
If you run up on this again please keep track of the exact spell.

Actually, cancel that, found that protection from spells is infact ignoring the check.
