Wizard signature / GSF spells are completely broken.

Wizard's GSF infinicasts, AS WELL AS signature spells, are cast at a ***SIGNIFICANTLY*** reduced caster level.

Steps to reproduce
----------------------------
Be a wizard. Cast a GSF infinicast, or a signature spell from specialisation. a transition between servers MAY be required, i am not sure.

Expected result
-----------------------
They're cast at a normal caster level.

Actual result
-------------------
their caster level is -1, and in case of spells with turns/level duration, the duration is 1 minute.

ALSO, to add to that, relogging / swapping servers COMPLETELY WIPES all my buffs. Like, 100% of them gone.

My Spellsword buffs vanish when changing maps as well.
