Elementalist Elemental Summon Tier Increase Bug

Casting Summon Creature IX does not seem to follow the increased +1 tier for elemental streams that Elementalists get.

Steps to reproduce
----------------------------
Cast Summon Creature IX

Expected result
-----------------------
Previously able to summon Ancient Water Elemental (with regeneration aura)

Actual result
-------------------
Summons Elder Water Elemental instead (without regeneration aura). I am just unsure if the stats are correct given the recent changes to summons.

Not sure if bumping bug reports are okay but giving this a bump and changed the title to be more concise.

Just tagging onto this thread. The tier increase still isn't working for Summon Creature IX. Gives Elder only.
