Transition Freeport/Elven Quarter Nonfunctional

The transition along the outside of the Scrivener's Keep in Guldorand between the Freeport area and the Elven Quarter area seems to be non-functional both ways. Will edit with area names if need be soon!

A fix is in the pipeline. It's a tentative fix, so let me know if it works. If it doesn't, I'll try something different.
