Can't select improved turning

I'm leveling up a Paladin on main and the feat simply doesn't appear in the menu on levelup, even though I have turn undead.

Edit: I see that you can only take it on a non-Paladin level. Is this going to be fixed? Some builds don't afford that possibility.

It's unavailable because it's granted automatically at a certain level.
