Let -move go slightly OOB and raise things higher

A lot of tilesets have areas that are out of bounds that are visibly places where I want to put fixtures. Could -move accept moving things that are slightly out of bounds? Like maybe within 0.5 or 1 point on the X and Y axes? It would help with hanging paintings if I could -move them 0.1 point at a time to try and get them in place.

Tied to this, could the z axis for -move be raised to 1.5 or 2 There's a lot of out of bounds areas I would LOVE to put fixtures, things like ledges or module-placed shelving. But a lot of these areas are both out of bounds (so move doesn't work), and also too high up for -move to get fixtures onto ledges/shelves.

Allowing -move to raise things up more would help putting things on tables too. We got a whole lot of fixtures that go on tables, but since -move can only go 1 point up, a lot of things just barely rise onto tables.

It is very annoying trying to fit paintings in perfectly, I'd love to try and get this closer to the wall so it's not hovering.

I would love to place things on this shelf. But not only is it out of bounds, -move doesn't raise things high enough.

Approved with some slight changes.

Height will look to be added at 1.5 above the 0 marker. It will remain the same going negative. If we have to expand the functions in the code to do this, we will.
