Full rogue lvl 30 with feat "simple device", but without "gruesome techniques", when using choking powders procc a save against fear amongst ennemies. It is probable that it proccs on other grenades too, but I haven't checked.
Steps to reproduce

have a lvl 30 rogue with "simple device" but Without " gruesome techniques" and throw a cjoking powder grenades at mobs.
Expected result

no fear effect
