Changes to Parry interact with instant attacks

It is my opinion that including instant attacks as something you can parry, but with no riposte, harms parry as an option more than it does good. You still only stop 3 attacks, but now you only get 2 counter attacks instead of 3 counter attacks which is reducing your potential damage by a whole third when trying to out trade with parry. This can really suck for example if doing some kind of epic dodge parry weaponmaster and you get 2 ripostes instead of all 3.

Considering that special attacks like smites, elemental strikes and maelstroms are some of the most powerful damaging abilities in the game, and likely deal more damage than your riposte, I'd say it's a fair trade and slightly in favor of the parrying person. If they did proc riposte it would make this one skill possibly too good of a counter to these special attacks.

What I am saying is it is better off not parrying to begin with versus losing the riposte

The damage difference between the special attack and a normal attack hitting must be compared to the gains of a riposte.

In the case of the E-dodger, the difference becomes even more apparent since those special attacks have reduced damage agaisnt those with e-dodge.

but I much rather have my 80+ parry skill used for a riposte when im doing 12-20 x3 crits and stop a normal attack over stopping a special attack and have no riposte. That's over 150 damage I am missing out on even on a dex build (the bonus damage from parry).

You don't lose any ripostes. Parrying instant attacks works entirely separately of the normal parry mechanics (which is why the ability to parry them had to be scripted separately).

What this means is that against a character that has 4 APR and additionally uses an instant attack every round (like a hasted spellsword), parry builds can parry 4 of these 5 attacks per round and riposte three of them.
