Epic necro focus protects from blood magic surges

Blood magic is pretty awesome but only really hemo's can use it since non-hemo's have a very large chance of killing themselves with the negative surges that arise. This makes huge chunks of prime spells unusable for everyone else who gets them, which is almost all casters. Allowing epic spell focus necromancy to cancel out these negative surges would allow non-hemo's to use the spells safely while still requiring an investment to do so.

To clarify, Necromancy focuses reduce the chance, providing partial protection.

Having Palemaster levels or being a Necromancy Specialist Wizard provides full protection from surges.
