Suggestion is simple, have everyone have a minimum of two attacks per round.
I believe with the current server technology one can add and remove attacks from a round. There's is nothing quite as soul draining as those first few levels when you have a single attack. Giving everyone two attacks (but no AB bonus) would ease this.
I don't foresee this to break anything, people don't stay at low levels for that long these days, this is mostly a quality of life aid.
