Let Other 'Food' Items Count As 'Food' For Settlements

Most of the food items craftable in herbalism/horticulture aren't able to be sold or donated to districts as 'food' units; Please allow this.

I really like t his idea. Some balence fenangling might have to be done, but in principle this is cool and I agree 100% with it.

This too shall pass.
