Potentially unpopular suggestion here.

Restrict factions to bidding with one member of their faction only upon a property at a time.

This way you don't have 10-20 person factions (example) bankrolling their members to all bid on a single property, unbalancing the auction system - instead, they get to choose one of their faction to bid on a property for the faction.
