Sorry, just has become nuisance, not RP anymore, in fact no RP happening with it. One of those things that just keeps going further and further till it gets delt with on a mod level. So it be better if known pick pocket characters, caught by a settlement, can be perma killed off.
Need perma death mechanics for pick pockets.
