Rogue Grenades not working

Description: Various rogue grenades aren't working despite having the prerequisite feat and level combinations.

Steps to reproduce: Have enough rogue(9)/lib/vig(8) levels + Method: Simple Experimental Device, use Dust of Silence (requirement 16)

Expected result: Grenade works

Actual result: Doesn't work + Feedback in combat log "You lack the expertise to use this item. (Requires 16 levels of combined applicable classes and Simple Experimental Method feat)."

Looks like Beholder Dust is also broken. It might be worth looking at all of the grenade types one by one to make sure.

Damage calculations seem to be only taking rogue levels into consideration for Exploding Holy Water even with 2nd method.
