Dark Claim for Harbingers isn't fully respecting the cooldowns
If a target dies while under the effect of Dark Claim, despite there being a whole MINUTE or more left on the cd timer, it can usually be re-activated on a different target within a few seconds.
This does NOT seem to be the case, if Improved Dark Claim is what kills the target (and the Death Knell effect is received.)
