Description:
If your playing a Winged PC race such as a Fey or Avariel and use the Shifter Shapes of a Minotaur or Kobold you will retain you racial wings in those forms.
Steps to reproduce:
Create a Shifter character who is a winged race PC. Shift into either a Minotaur or a Kobold. Become a Winged Minotaur/Kobold.
Expected result:
You would shift into a wingless Minotaur or Kobold.
Actual result:
You shift into a winged Minotaur or Kobold.

I've tested this on a Fey and an Avariel, but I assume it is the case for all winged races. My guess is it has something to do with Minotaur and Kobolds being used as PC races in some way. But that might not be the case since the Drow shape doesn't have this issue.
