Making the Assassin PrC RPR based instead of Application Based

Though this might be something of a rather wild, and out there suggestions, perhaps it is time for assassins to be unlocked from being strictly an application based class, as they no longer have the major mechanical advantage which they used to have, being the 24 hour extended PvP timer, so that they could assassinate people, after interacting with their target.

However, by doing this, perhaps to ensure RP integrity for these reduced restrictions in taking the class, the RPR requirement could go from needing a 20 (as per the wiki) to perhaps a 30, with some still monitored RP, and removal of the class levels, if necessary, due to not following the already established rules?

They still have the capacity to remove people from positions of power, which is something that can be abused.

Assassins of the guild have that power, I believe if we make the guild an app and not the class, that absolves most concerns.
To clarify, currently:
The app is for the class, not the guild.
The guild requires level 5 of the class but is not mandatory, if it were we would give the access at level 5 automatically.
