Water Breathing wand oversight?

Water Breathing cannot be put into a wand. (Level 3 Wizard/Sorcerer/Druid/Ranger/Spellsword)

I'm not sure if this is a bug but, considering the spell is available to be put into a potion and a scroll, I assume it's an oversight? Would be good to know for sure.

I asked a bit, and this seems to be intended.
Don't ask me the logic behind that decision though.
