Tested on Air Elementalist CL 27 with all air thematic spells.
Duration of overcharge is 4 rounds, hasted caster can do 8 spells in such time, each thematic spell should replenish 4% as per description.
After casting 8x any thematic spells subsequently (8x4 = 32%) only 28% of focus is replenished instead of 32%
Tested it on PGCC, got 4% per cast up to 7 casts, giving 28%. Looks like the final eighth cast doesn't count for elemental overload, possibly because the effect ends before the cast is counted.
Additionally when using elemental overcharge a message is displayed saying that you get 2% for each non consecutive matching elemental spell, I assume this message is out of date or wrong.
A fix for this is in the pipeline.

The effect is also delayed 2 seconds, which should allow elementalists to catch the window of the last spell.
Keep in mind that spells have a small, almost unnoticeable, but ultimately significant variance of casting time, so your mileage may vary.
